solar power inverters?

Okay I am confused on this inverter stuff for solar panels. I am looking at creating a few panels that will make around 400watts of power. it will also create 200 volts. Most inverters i look at though say they will overload at 15VDC. What kind of inverted do I use or what parts do i use? I want to wire the panels directly into the house too.. not going through any batteries.
I dont know how though to narrow it down to 15 volts instead of the 200...I dont understand how to do that...

  1. 15VDC is the inverter’s input voltage. To generate 400 watts at 15 volts, the solar panels will have to produce 26 amps. If you don’t use batteries, the power will vary with the time of day and the weather, and of course you’ll have no power at night.

  2. If you plan on plugging this inverter into your house hold wiring, the connection must go through an utility approved circuit breaker and meter. The inverter must also be UL and/or CA approved and be able to synchronize with the 120 or 240 volts AC.

There are many inverters that can convert 12 Volts DC to 120 volts AC, but I haven’t been able to confirm if they can synchronize with the AC.
