I don't know about Las Vegas, but where I live, the city is particular about water heating panels, because they usually weigh a lot, and if your roof doesn't have good structural support, they could crash through. It should be pretty cheap to hire someone to hook up pool-heating panels; I'd imagine the building trades are hungry for work with the housing market as weak as it is, now. And the permit should be cheap, too. If it were me, I'd get a permit, AND hire someone. If I didn't do it right, and it was unpermitted, my insurance could deny claims on my house. These are just pool-heating panels, not electric.
